Duties and responsibilities of regional planning, budgeting and M&E directorate

  • Lead and guide macro-economic and development strategies of the region
  • Producing regional development policy directions, guidelines and manuals for short, medium and long term plans which are in line with national sector development plans and macroeconomic frame works as well as global/international development agendas
  • Compile five-year growth and transformation plan of the region
  • Compile annual implementation action plan of the regional sectors, woredas and city administration based on the five-year growth and transformation plan of the region.
  • Compile  multi-year macro-economic fiscal framework (MEFF) and submit to regional cabinet for approval
  • Prepare mid-term expenditure framework (MTEF)and submit to regional cabinet for approval
  • Ensure policy based budget preparation and management.
  • Issuing budget call to regional sector bureaus, woredas and city administrations based on the financial calendar rule.
  • Evaluation of physical work plans and budget proposals submitted by different budgetary institutions in relation with long term development plan and extracting issues for budget hearing cessions and debates.
  • Develop and update woreda block grant formula and submit to regional council for approval.
  • Allocate budget resource to woredasand city administrations through approved block grant formula
  • Compile recommended draft budget document based on justifications and evidences (supporting documents) during budget hearing cessions.
  • Submit draft recommended budget document to budget and finance committee of regional council and co-ordinate budget approval by the regional council on time
  • Notifydetailed approved budget to regional budgetary institutions, woredas and city administrations on time
  • Co-ordinate printing budget proclamation throughdoll gazeta and publicize it on time.
  • Facilitate distributionand dissemination of budget proclamation to regional sector bureaus,woredas and other interesting bodies on time
  • Facilitate posting proclaimed budget to visible places and at facility levels
  • Disclosure of the proclaimed budget through media and website
  • Prepare supplementary budget proclamation if there is additional budget generated from additional revenue/additional subsidy from federal MOFEC.
  • Issue notification of the approved additional budget (supplementary budget) to budgetary institutions at all levels
  • Strengthening the institutional structure, organizational arrangement and manpower capacity of the regional M&E system through conducting diagnostic studies and assessments and identifying existing shortcomings and gaps at various administrative levels
  • Developing and preparing standard monitoring and evaluation framework of the region at macro and sector level
  • Prepare schedules and content standards that will be set for M&E reports submitted by stakeholders at different administration levels.
  • Co-ordinate conducting timely, complete and quality M&E indicator based data collection and analysis as well.
  •  Facilitate field visits which will focus on monitoring to mega-projects implementing by all administrative levels (federal, regional, woredas and city administrations) including projects funded/implemented by NGOsand other development partners operating in the region.
  • Prepare and compile quarterly, semi-annually and annually based monitoring and evaluation reports of the region and present it to the regional cabinet.
  • Facilitate compiling annual regional progress report against planned goals and targets described in the regional strategic development document.
  • Co-ordinate printing annual progress report of the region and disseminate to users and development actors.
  • Provide capacity building trainings and technical support to sector bureaus, woredas and city administrations on development plan, budget preparation and result based monitoring and evaluation technics.
